Requirement to Provide Certain Information on Public Communications (Stevens Amendment)

When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or part with certain Federal monies, the associated Federal awards require grant recipients and subrecipients of those funds to include a funding disclosure statement on the document.

Most Federal awards that the Texas Workforce Commission receives require the disclosure to clearly state the following:

  1. The percentage of the total costs of the program or project which will be financed with Federal money;
  2. The dollar amount of Federal funds for the project or program; and
  3. The percentage and dollar amount of the total costs of the project or program that will be financed by non-governmental sources.

For monies that the Texas Workforce Commission receives from the United States Department of Agriculture the disclosure must clearly state: 1. The percentage of the total cost of the program or project which will be financed with Federal money; and 2. The dollar amount of Federal funds for the project or program. (7 U.S.C. § 2209d)

The requirement stems from Federal provisions that are sometimes referred to as the Stevens Amendment. The Texas Workforce Commission complies with the requirement by including a statement or Uniform Resource Locator (URL) link to a statement on documents that require it.  Funding disclosure statements follow.
