Workforce Innovation & Opportunity Act (WIOA) - Program Overview

The Workforce Innovation and Opportunity Act (WIOA) is designed to help job seekers access employment, education, training and support services to succeed in the labor market, and to match employers with the skilled workers they need to compete in the global economy.

The Texas Workforce Commission (TWC) administers the following core programs:

  • Employment and training services for adults, dislocated workers, and youth
  • Wagner-Peyser employment services administered by the U.S. Department of Labor (DOL)
  • Adult education and literacy programs
  • Vocational Rehabilitation state grant programs administered by the U.S. Department of Education (as of September 1, 2016)

WIOA delivers a broad array of integrated services to individuals seeking job and skills training, employers seeking skilled workers, as well as aligning regional economies with Local Workforce Development Boards. Job seekers and business owners have access to a seamless system of high-quality services through coordination of programs, services and governance structures. WIOA builds relationships among key workforce partners—business leaders, workforce boards, labor unions, community colleges, non-profit organizations, youth-serving organizations and State and local officials—in striving for a more job-driven approach to training and skills development.

TWC submits reports on WIOA to the US Department of Labor Employment and Training Administration (DOLETA). Performance reporting is provided through the Workforce Integrated Performance System (WIPS). The WIPS specifications identify the data that TWC must report to DOLETA.

Authority & Funding

The Texas Workforce Investment Council (TWIC) is Texas’ State Workforce Investment Board. TWC administers the WIOA program in Texas and is well on its way to fully integrating all federally mandated employment and training programs.

Funding for WIOA is provided through grants received from DOLETA.
