Texas Workforce Commission (TWC) is the state agency charged with overseeing and providing workforce development services to employers and job seekers of Texas. TWC strengthens the Texas economy by providing the workforce development component of the Governor's economic development strategy. Texas boasts an incredibly skilled workforce ready to attract enterprise to the Lone Star State. By focusing on the needs of employers, TWC gives Texas the competitive edge necessary to draw business here.
Our mission is to promote and support a workforce system that creates value and offers employers, families, individuals, and communities the opportunity to achieve and sustain economic prosperity.
Our agency and its Workforce Solutions partners will maximize the power of innovation and partnerships to boost superior business outcomes and realize a competitive advantage for all Texans in the global economy.
We have three Commissioners who govern the agency. They are appointed by the Governor of Texas. Together, they oversee the agency and help to develop policies and regulations. The Commissioners each represent employers, labor and the public.
While the agency is governed by the Commissioners, the Executive Director is head of the agency and manages day-to-day operations.

Texas Workforce Commission is part of the Texas Workforce Solutions network. This statewide network is comprised of 28 Workforce Development Boards (Boards), their contracted service providers and community partners, and four TWC unemployment benefits Tele-Centers. This extensive network gives our customers local access to job-search resources, career training and temporary financial assistance. The Texas Workforce Solutions network is dedicated to leading a market-driven workforce system. It is their mission to meet the needs of employers and workers and help Texans prosper.
Texas Workforce Solutions provide workforce development services that help workers find and keep good jobs and help employers hire the skilled workers they need to grow their businesses. Our workforce partners include community colleges, adult education providers, local independent school districts, economic development groups, businesses and other state agencies. Collaboration and coordination among all partners is critical in the success of the Texas workforce system.
Boards are responsible for overseeing their local workforce services and programs for employers and job seekers. The goal is to maximize funding and productivity while eliminating duplicate efforts. Our agency continuously monitors the Boards programs, provides technical assistance, and holds them accountable for their performance.
