Texas Unemployment Compensation Act requires employers to register with the Texas Workforce Commission (TWC) within 10 days of becoming liable. Registering is easy with Unemployment Tax Registration (UTR), TWC's quick and free online service.
Most employers can register on UTR. But there are some employers who will not be able to register on UTR. See Who Can or Cannot Register Online for a complete list.
During registration, you will be asked for ownership and payroll information for your business. See Information Required to Register for a complete list. It is best to have all your information gathered before starting your registration.
The registration process takes about 20 minutes. UTR saves your registration progress as you enter the initial details. If you cannot finish your registration, you can easily access it on UTR for up to one year. This way, you can come back later and continue where you left off.
Once you complete the registration, UTR will let you know if you are liable to report wages and pay taxes. If you are liable, you will immediately receive a TWC tax account number. TWC will also mail you an Employer Liability Notice. It will take about two weeks to receive your notice.
UTR will allow you to immediately file any reports or pay taxes that are due. But you must do it as part of the registration process. If you do not file reports or pay taxes at the time of your completed registration, you will need to wait until you receive your Employer Liability Notice to access your account.
You will use Unemployment Tax Services (UTS) to file wage reports and make unemployment tax payments. You can use the same user ID and password to access UTR and UTS.
