On January 27, 2026, Governor Abbott instructed state agencies controlled by a gubernatorially appointed head and public institutions of higher education to receive written approval from the Texas Workforce Commission (TWC) prior to initiating or filing any new petitions for H-1B visa holders through May 31, 2027. State Agencies and Institutions of Higher Education (IHE) seeking written authorization from the TWC to file a new H1B petition from US Citizenship and Immigration Services (USCIS), please complete and submit the contact form below. Once submitted, a TWC representative will supply you with a petition package with detailed instructions that you must complete and return to TWC.
