On June 2, 2026, the Commission approved the following:
Proposed Rule – Chapter 815 Unemployment Insurance
TWC proposes amendments to 40 Texas Administrative Code, Chapter 815, Unemployment Insurance, to establish by rule a Commission precedent relating to Good Cause for a petitioner's failure to appear at an Unemployment Benefits Appeal Hearing.

On May 19, 2026, the Commission approved the following:
Proposed Rule – Chapter 809 Child Care Services
TWC proposes amendments to 40 Texas Administrative Code (TAC), Child Care Services, to streamline certain rules, simplify Texas Rising Star parameters, and make programmatic improvements; and to review rules in accordance with Texas Government Code, §2001.039.

On April 28, 2026, the Commission approved the following proposed rule reviews for 40 Texas Administrative Code (TAC):

--Chapter 849, Employment and Training Services for Dislocated Workers Eligible for Trade Benefits

Proposed Rule Reviews – Chapters 808, 821, 835, 849, 850
Pursuant to Texas Government Code, §2001.039, TWC proposes to review the rules under 40 TAC Chapter 808, Chapter 821, Chapter 835, Chapter 849, and Chapter 850.
The proposed rule reviews will be published in the May 8, 2026, issue of the Texas Register for a 30-day public comment period.

Proposed Rule – Chapter 815 Unemployment Insurance
TWC proposes amendments to 40 TAC Chapter 815, Unemployment Insurance, to implement House Bill 3698, 89th Texas Legislature, Regular Session, 2025, relating to claimant participation in reemployment services as a condition of eligibility for unemployment benefits.

TWC proposes amendments to 40 TAC Chapter 806, Purchases of Products and Services from People with Disabilities, related to the repeal of Subchapter J, Transition and Retention Plans, to remove expired rules.

TWC proposes new 40 TAC Chapter 814, Advanced Nuclear Energy Workforce Development Program, to implement Senate Bill 1535, 89th Texas Legislature, Regular Session.

TWC adopts amendments to 40 Texas Administrative Code (TAC), Child Care Services, rules relating to enhancing fraud detection, prevention, and enforcement, previously published for public comment in the March 27, 2026, issue of the Texas Register (51 TexReg 2020).
On April 14, 2026, the Commission adopted the following:
Adopted Rule – Chapter 819 Civil Rights Division
TWC adopts amendments to 40 TAC Chapter 819, Civil Rights Division, to modify rule language to conform with federal guidance, and review of the rules in accordance with Texas Government Code, §2001.039, previously published for public comment in the January 30, 2026, issue of the Texas Register (51 TexReg 541).
TWC adopts amendments to 40 TAC Chapter 858, Procurement and Contract Management Requirements for Purchase of Goods and Services for Vocational Rehabilitation Services, to implement House Bill 2791, 89th Texas Legislature, Regular Session, 2025, relating to vocational rehabilitation services purchasing, previously published for public comment in the February 13, 2026, issue of the Texas Register (51 TexReg 872).
The adopted Chapter 819 and Chapter 858 rules will be effective on May 4, 2026.
