Adult Education & Literacy – Program Overview

Adult education and literacy programs funded by the Texas Workforce Commission (TWC) provide English language, math, reading, and writing instruction to help students acquire the skills needed to succeed in the workforce, earn a high school equivalency, or enter college or career training.

Our Adult Education and Literacy (AEL) program serves adults who are at least 16 years old and/or are beyond the compulsory school attendance age, and meet any of the following criteria:

  • Function below the high school level
  • Lack a high school credential
  • Are unable to speak, read or write in English

Authority & Funding

The U. S. Department of Education’s Office of Career, Technical and Adult Education provides funds to states for adult education and literacy programs. TWC, in turn, awards funds to local, eligible providers through a competitive grant process. The program is authorized under the Workforce Investment Act, Title II: Adult Education and Family Literacy Act.
