This web page has information on qualifying for programs and help under the Workforce Innovation and Opportunity Act (WIOA). Interested people must meet certain requirements. To see if someone meets these requirements, Local Workforce Development Boards (Boards) look at their income. Boards use specific guidelines: the Lower Living Standard Income Level (LLSIL) from the U.S. Department of Labor (DOL) and the Poverty Guidelines from the U.S. Department of Health and Human Services (HHS).  The Texas Workforce Commission (TWC) updates this web page twice a year with the new values and effective dates. Boards use this information to decide who qualifies as low-income for WIOA in Texas.
