Access the Uniform Guidance (2 C.F.R. Part 200) & Related Resources

Federally funded grant awards that TWC makes require compliance with the U.S. Office of Management and Budget (OMB) “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards” (also known as the Uniform Guidance or UG), and Federal awarding agencies’ implementing regulations for those requirements. These regulations govern most Federal grant awards that TWC receives, all grant awards that TWC makes, and subawards (subgrants) made under those awards. The Uniform Guidance is codified in Title 2, Part 200 of the Code of Federal Regulations (2 C.F.R. Part 200).

Access the U.S. Education Department General Administrative Regulations

The Adult Education and Literacy (AEL) grant awards that TWC makes require compliance with the U.S. Education Department General Administrative Regulations (EDGAR). These regulations govern Federal grant awards that TWC receives from the U.S. Department of Education (ED), AEL grant awards that TWC makes under those awards, and subawards (subgrants) made under those awards.

Access the Texas Uniform Grant Management Standards/Texas Grant Management Standards

The grant awards that TWC makes require compliance with the State’s Uniform Grant Management Standards (UGMS)/Texas Grant Management Standards (TxGMS).

Access the TWC Financial Manual for Grants and Contracts & Other TWC Resources

All grant awards that TWC makes require compliance with TWC’s Financial Manual for Grants and Contracts (FMGC), and applicable TWC rules. As a resource, TWC’s Fiscal Technical Assistance Q&A compiles selected administrative, cost, and audit questions and TWC’s responses. Information about Texas Evidence-Based Grant-Making is also available.

Requirement to Provide Certain Information on Public Communications (Stevens Amendment)

When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or part with certain Federal monies, the associated Federal awards require grant recipients and subrecipients of those funds to include a funding disclosure statement on the document.

Most Federal awards that the Texas Workforce Commission receives require the disclosure to clearly state the following:

  1. The percentage of the total costs of the program or project which will be financed with Federal money;
  2. The dollar amount of Federal funds for the project or program; and
  3. The percentage and dollar amount of the total costs of the project or program that will be financed by non-governmental sources.

For monies that the Texas Workforce Commission receives from the United States Department of Agriculture the disclosure must clearly state: 1. The percentage of the total cost of the program or project which will be financed with Federal money; and 2. The dollar amount of Federal funds for the project or program. (7 U.S.C. § 2209d)

The requirement stems from Federal provisions that are sometimes referred to as the Stevens Amendment. The Texas Workforce Commission complies with the requirement by including a statement or Uniform Resource Locator (URL) link to a statement on documents that require it. View the Funding Disclosure Statements page for examples of funding disclosure statements.
