Members of the Rehabilitation Council of Texas (Council) are appointed by the Texas Governor. 

The Council must:

  • Have at least 15 members
  • Be consumer controlled, with a majority of members being people with disabilities
  • Represent a range of disabilities or organizations interested in serving people with disabilities


The Council must include at least one member who represents each of the following:

  • Statewide Independent Living Council
  • Parent Training and Information Center
  • Client Assistance Program
  • Community Rehabilitation Program
  • Texas Education Agency
  • State Workforce Investment Board
  • Native American Rehabilitation Project 121
  • Vocational Rehabilitation program, counselor to serve as an ex-officio member

In addition, the Council must include:

  • Four representatives of business, industry and labor
  • Representatives from disability advocacy groups
  • Individuals with physical, cognitive, sensory and mental disabilities
  • Parents, family members, guardians, advocates or authorized representatives of people with disabilities who may not be able to represent themselves
  • Current or former applicants or recipients of vocational rehabilitation services
  • Directors of TWC’s Vocational Rehabilitation program, to serve as ex-officio members


Members serve a three year term, and may serve no more than two consecutive full terms, unless the member is a Client Assistance Program representative.  Members appointed to fill a vacancy fill only the remainder of that vacated term.


The Chairperson and Vice-Chairperson are chosen from the appointed members by majority vote.  Officers serve a one year term, and may serve no more than three consecutive terms in the same office.

Role & Function

The Rehabilitation Council of Texas (RCT) partners with the Texas Workforce Commission (TWC) to ensure the success of the Vocational Rehabilitation (VR) program.  The RCT:

  • Advises TWC regarding the VR program’s effectiveness, including analyzing the results of customer satisfaction surveys
  • Helps develop and reviews VR program goals and policies
  • Submits reports to the federal Rehabilitation Services Administration, including an annual report on the VR program’s effectiveness
  • Provides guidance on and helps prepare the Combined State Plan for Vocational Rehabilitation programs
  • Coordinates between TWC, the State Independent Living Council, Centers for Independent Living, and other councils to increase the number of Texans with disabilities served


Members are required to participate on standing and special committees.  Standing committees include:

  • Executive Committee:  Conducts meetings and training, coordinates with TWC VR program leadership and develops public materials
  • Consumer Satisfaction Needs Assessment Committee:  Reviews consumer satisfaction indicators, addresses service concerns and steers a statewide needs assessment every three years
  • Planning and Review Committee:  Sets and monitors goals for the Combined State Plan for the Vocational Rehabilitation Programs
  • Education and Membership Committee:  Educates RCT members about legislation affecting people with disabilities and recommends new members to the Governor
  • Policy, Procedure and Personnel Development Committee:  Reviews and comments on TWC VR program policy, rules and standards
