All TWC grant awards apply TWC's Financial Manual for Grants and Contracts. TWC grants also follow Texas Grant Management Standards, federal Uniform Guidance, or both. The Education Department General Administrative Regulations are also known as EDGAR. They apply to some grants that TWC issues. These include Adult Education and Literacy grants. Visit the U.S. Education Department website to learn more about EDGAR.

This event has ended. TWC hosted the 2025 Financial Conference on July 23-25, 2025. The in-person conference covered a range of financial grant compliance topics from the Uniform Guidance, Texas Grant Management Standards, and TWC’s Financial Manual for Grants and Contracts as they relate to grant awards that TWC issues. Topics included cost principles, property standards, procurement standards, expenditure reporting, and cash management. The primary audience was financial, quality assurance, audit, and administrative personnel of Local Workforce Development Boards, other TWC Grantees, and their subrecipients. Some TWC grant managers, TWC subrecipient monitors, and other TWC personnel that manage or work with TWC grant awards also attended. The agenda and slide presentations follow.
